That requirement falls away only once you hold citizenship or residence on another legal basis.
On a new build the separate title deed is issued after the development is certified and legally split, which can take a year or more beyond completion. Until then your protection comes from depositing the sale contract at the Land Registry within six months of signing, which secures the right of specific performance: the developer cannot resell or mortgage the unit out from under you. It is the single most important step your lawyer takes.
There is no annual national property tax, but holding costs are not zero. Expect municipal or community rates, a sewerage board charge, communal service charges in an apartment block or gated development, plus insurance and utilities. On a typical new-build apartment these are modest by Western European standards, and buyers on the residency route should budget them alongside the annual income requirement.
