What investors ask us most about this market.
Yes — foreign nationals can freely buy apartments, houses and urban building plots in Montenegro on the same terms as locals, with no special permit or local partner needed. The only restrictions are on agricultural land, forest, islands, and plots within roughly one kilometre of the state border. Montenegro uses the euro, keeping transactions simple for international buyers.
Buy real estate with a tax-assessed value of at least €150,000 and you qualify for a renewable one-year temporary residence permit. The threshold was confirmed at €150,000 in December 2025 after a proposed €200,000 minimum was dropped. After five years you can apply for permanent residency, and citizenship becomes possible five years after that. EU, EEA and Swiss nationals face no value threshold.
Expect roughly 3–8% in transaction costs. New-builds include 21% VAT in the price, while resales pay a progressive transfer tax — 3% up to €150,000, 5% to €500,000, then 6% above — plus modest notary and legal fees. Total buying friction is among the lowest in the Mediterranean, with no annual property-value tax burden comparable to Western Europe.
Rental income is taxed at a flat 15%, applied after a 30–70% cost deduction for registered tourism lets, so effective rates are often lower. Capital gains are also taxed at a flat 15%, with an exemption available for a main residence. There is no progressive scaling, making Montenegro one of the simplest and lowest-tax coastal markets in Europe.
Montenegro delivers gross rental yields of around 6–8% and capital growth of roughly 6–8% per year. Tivat and the wider Boka Bay lead price appreciation, driven by superyacht-marina tourism at Porto Montenegro and a fast-track EU accession path. Strong summer holiday-let demand and euro pricing underpin both income and long-term value on the Adriatic coast.
Tivat and Boka Bay are the strongest markets, anchored by the Porto Montenegro superyacht marina where prime villas reach around €14,000/m². Kotor's UNESCO-listed bay and Budva's beach resorts add depth to coastal demand. These areas combine the highest tourism footfall, the best rental occupancy and the firmest resale liquidity, which is why INOVO's Bricks Residence sits on this stretch of coast.
Yes, but only once the property is categorised. Under the Law on Tourism and Hospitality a private owner may let accommodation without forming a company as long as it does not exceed seven rooms or fifteen beds, and the local municipality must first issue a categorisation decision — budget roughly €50–150 and allow for an inspection of the unit. From then on you register every guest within 24 hours of check-in and collect the tourist tax, which in 2026 is €1 a night for adults and €0.50 for 12–18s. Letting without categorisation is the expensive mistake: fines for an individual run from two to twenty minimum wages, and repeat breaches inside twelve months can suspend the activity for six months. Rental profit is then taxed under the flat 15% regime described above.
Treat accession as upside, not as the plan. Montenegro has opened all 33 negotiating chapters and provisionally closed 14 as of March 2026, and the government targets membership around 2028 — but that date is a government aspiration rather than an EU commitment, and the rule-of-law chapters are the binding constraint. The country already uses the euro unilaterally, so there is no currency conversion event waiting at the end of it. Underwrite the purchase on today's tourism demand and today's yields; if accession lands on schedule, treat the re-rating as a bonus rather than the reason you bought.
The headline annual charge is municipal property tax of 0.25% to 1% of the property's assessed value, set locally — prime coastal municipalities such as Budva and Kotor sit at or near the top of that band, while many properties pay closer to 0.4–0.6%. Add building maintenance and communal charges, utilities, and, in a managed resort or marina scheme, a service charge that can comfortably exceed the tax. Ask for the actual service-charge budget of the specific building before you model net yield: in Montenegro it is the number most often missing from an investor's spreadsheet.
Yes — by power of attorney, and it is routine. The normal sequence is a pre-contract (predugovor) with a deposit of around 10%, which should sit in a lawyer's escrow account rather than go to the seller, then the main contract signed before a Montenegrin notary, who verifies identity and legality and submits the deed to the Real Estate Administration so the cadastre records you as owner. Both sides must attend in person or through a notarised power of attorney, which is what makes a remote purchase straightforward: appoint an independent local lawyer, have the POA notarised and apostilled where you are, and they handle signing, tax filings and registration. Allow roughly 30 to 90 days from accepted offer to cadastre registration on a clean apartment; land, houses and inheritance cases take longer.
